Prime Minister Narendra Modi declared India and Ethiopia as “natural partners” in fostering regional peace, security, and connectivity during his landmark visit to Addis Ababa on December 16-17, 2025. Addressing a joint session of the Ethiopian Parliament, Modi highlighted the countries’ shared vision for a more just and equitable world. Ethiopia’s position at Africa’s crossroads and India’s central role in the Indian Ocean make them ideal collaborators in building stability across the continent and beyond.
This visit marked a pivotal moment, elevating bilateral ties to a full Strategic Partnership. The agreement spans key areas like technology, innovation, mining, clean energy, food security, and defence. Earlier in 2025, a Defence Cooperation pact laid the groundwork, enabling joint military exercises, cybersecurity collaboration, defence industry ties, and capacity-building programs. Modi emphasized mutual security commitments, thanking Ethiopia for its stance against global terrorism. These steps strengthen defence postures in the volatile Horn of Africa and Indian Ocean region.
Connectivity emerged as a core theme, with Modi linking the nations’ geographies to enhanced trade routes and infrastructure. Ethiopia’s strategic Horn of Africa location complements India’s maritime influence, promising smoother sea lanes and economic corridors. Practical outcomes include boosted agriculture cooperation—sharing superior seeds, irrigation techniques, and soil health solutions—alongside tech and infrastructure projects. Long-standing people-to-people bonds, like thousands of Indian teachers shaping Ethiopian education, add depth to these economic links.
The partnership extends to broader India-Africa engagement and South-South solidarity. Modi positioned the visit as amplifying the Global South’s voice on global platforms. India pledged concrete support: doubling ICCR scholarships for Ethiopian students, launching short-term AI courses via ITEC, and backing Ethiopia’s Green Legacy initiative—symbolized by Modi planting a sapling at Parliament. These moves blend soft power, education, and climate action into a robust framework.
As Modi concluded his “memorable” trip, the elevated ties signal deeper collaboration ahead. With shared goals in peace, security, and growth, India and Ethiopia are poised to drive regional stability and prosperity together. This alliance underscores India’s proactive outreach in Africa amid evolving geopolitics.
