On August 5, 2025, India and the Philippines officially elevated their relationship to a Strategic Partnership during the state visit of Philippine President Ferdinand R. Marcos Jr. to India. This important step included the announcement of a clear Plan of Action to guide cooperation from 2025 to 2029.
Defense and Security
India and the Philippines agreed to deepen their defense relationship. This includes more joint military exercises, regular training exchanges, and cooperation on defense technologies. Maritime security is a major focus because both countries are concerned about safety and stability in the South China Sea.
Trade and Investment
India and the Philippines plan to boost bilateral trade, which had already reached over 3.3 billion US dollars in the year leading up to August 2025. Leaders from both nations want a Preferential Trade Agreement finalized soon after the signing, which will make trading easier. They also plan to attract investments in digital technology, renewable energy, biotechnology, start-ups, and infrastructure throughout the 2025–2029 period.
Maritime Cooperation
India and the Philippines will have regular annual maritime dialogues and joint naval drills. They are committed to keeping the Indo-Pacific region free and based on international law. Both countries will share maritime intelligence and work together to address security threats on the sea from the start of their new partnership.
Technology and Connectivity
The new agreement establishes closer cooperation in space technology, digital systems, and cloud infrastructure. Efforts will also be made to improve flight connections. A major project is India’s support for building the Philippines’ national data cloud from this date.
Culture and People-to-People Relations
Indian tourists will enjoy visa-free entry to the Philippines. There will be more cultural and education programs to encourage young people to visit, learn, and exchange ideas over the next four years.
Regional and International Cooperation
India and the Philippines have agreed that, they will promote their shared interests in forums like ASEAN and work together to keep the Indo-Pacific region peaceful, secure, and prosperous.
The Strategic Partnership, established with the formal agreement, gives both countries a clear plan through the 2025–2029 period to turn these goals into practical achievements.
