Voter ID May Replace Aadhaar for Welfare Payments, Says Panchayati Raj Minister

Union Panchayati Raj Minister Rajiv Ranjan Singh, also known as Lalan Singh, has said that welfare payments under the new Panchayati Raj framework may soon be based on voter ID cards rather than Aadhaar. Beneficiaries would need to provide their EPIC number, which appears on the voter ID, along with biometric authentication.

What the minister announced

At present, Aadhaar is widely used as the main identity document for government welfare payments. The minister said Aadhaar will no longer be treated as the primary basis for identifying beneficiaries under the proposed system.

Instead, people applying for or receiving Panchayati Raj benefits would submit their EPIC number and complete biometric verification. The government would use these details to confirm identity and process payments.

Why the government wants the change

The minister said the proposed system could reduce duplicate records and prevent ineligible people from receiving benefits. By combining a voter ID number with biometrics, authorities hope to make beneficiary verification more reliable.

Aadhaar cards can be issued relatively quickly, while voter ID records are connected to electoral rolls. The government believes this may help ensure that welfare support reaches eligible beneficiaries.

What beneficiaries may need

Under the announced approach, beneficiaries may need:

  • A valid voter ID card with an EPIC number
  • Biometric verification, such as fingerprint authentication
  • Updated details in the relevant welfare or Panchayati Raj records

No detailed list of affected schemes has been released yet. The announcement does not automatically mean Aadhaar will be removed from every welfare programme in India.

Political debate around the move

The proposal has become politically sensitive because it comes during discussions over the Special Intensive Revision of electoral rolls. Opposition parties have raised concerns that people whose names are missing from voter lists could face difficulty accessing welfare benefits if voter IDs become mandatory for payments.

The Election Commission has said that flagged entries do not amount to wrongful deletion and that eligible voters can seek inclusion in the electoral rolls.

What happens next

The minister’s statement signals a possible policy direction, but implementation details remain unclear. It is not yet known when the system will begin, which schemes will adopt it, or how people without voter IDs will be handled.

For now, Aadhaar continues to be used for many welfare payments. Beneficiaries should follow official announcements from the Ministry of Panchayati Raj and their state authorities before making changes to their documents.
