NASA has formally invited the Indian Space Research Organisation (ISRO) to join its Moon Base programme, a major push to build humanity’s first permanent outpost on another world. The offer was made during the 9th India–US Civil Space Joint Working Group meeting at ISRO headquarters in Bengaluru on 5–6 August 2026 and was publicly disclosed on 11 August.
What is the Moon Base programme?
The Moon Base is NASA’s plan to create a long-term human presence near the lunar South Pole as part of the wider Artemis programme. Instead of short “visit-and-return” missions like Apollo, Artemis aims to “go to the Moon to stay”, using the surface as a testbed for science, technology, and future crewed missions to Mars.
NASA’s roadmap, updated in 2026, outlines three broad phases:
- Phase 1 (from 2026): More robotic landers, rovers, and technology demos to map resources, test mobility, power systems, and communications near the South Pole.
- Phase 2 (late 2020s to early 2030s): Delivery of semi-permanent habitats, pressurised rovers, and logistics systems so astronauts can live and work on the surface for longer stretches.
- Phase 3 (2032 and beyond): Expansion toward a continuously occupied base with more advanced infrastructure, possibly including nuclear power and in-situ resource use such as water ice extraction.
The agency has described this as a roughly $20 billion effort over seven years, shifting some earlier plans (like a lunar-orbit station) toward direct surface infrastructure.
Why ISRO is a natural partner
India is already a signatory to the Artemis Accords, having become the 27th country to join in June 2023. The Accords set out shared principles for peaceful, transparent, and interoperable civil space exploration, including on the Moon.
ISRO’s Chandrayaan-3 mission in 2023 successfully landed near the lunar South Pole, demonstrating key capabilities in precision landing, surface operations, and scientific payloads in a region of high strategic interest. That experience makes India a credible partner for surface missions, instruments, and possibly contributions to habitat or logistics elements in future.
The US Embassy readout said: “NASA invited ISRO to join its Moon Base program, building on the two countries’ partnership under the Artemis Accords,” adding that both sides also agreed to advance talks on open scientific data sharing under the Accords.
What could India gain?
If New Delhi accepts, potential benefits include:
- Deeper integration into US-led deep-space architecture and mission planning under Artemis.
- Access to shared data, standards, and possibly joint development of technologies for power, mobility, life support, and surface operations.

Details on ISRO’s exact role—whether providing landers, rovers, scientific instruments, or habitat modules—have not been disclosed. Any formal participation will depend on India’s budget priorities, technology readiness, and broader foreign policy considerations.
Still, the move signals that the India–US space partnership is moving beyond Earth orbit and into the realm of long-term lunar presence and deep-space exploration. If realised, it could make India one of the key architects of humanity’s first permanent base beyond Earth.
