The Election Commission of India (ECI) has given voters left out of draft electoral rolls during the Special Intensive Revision (SIR) another opportunity to have their names included in the final voter list. The decision covers Delhi, Maharashtra, Haryana, Andhra Pradesh, Jharkhand, Telangana and Nagaland.
Who Can Apply
The new opportunity is for electors who were issued enumeration forms during SIR but whose forms were not received back. These voters were marked as Absent, Shifted, Dead or Duplicate (ASDD) and therefore excluded from the draft electoral rolls.
Eligible voters can now submit their enumeration forms again and request that their names be considered for the final electoral roll. The ECI has directed Chief Electoral Officers to display booth-wise lists of affected voters at polling stations and local government offices. These lists will also be available on the websites of the respective Chief Electoral Officers.
How Voters Can Apply
Booth Level Officers (BLOs) will contact affected voters through house visits, WhatsApp, email and SMS, where contact details are available. Voters can also collect a fresh enumeration form from their BLO or download it through the ECI website or ECINET app.
A voter who has not shifted residence must submit the filled and signed enumeration form along with a statement explaining why the form could not be submitted earlier. The form can be submitted physically to the Electoral Registration Officer (ERO), Assistant ERO or BLO, or online through ECINET using the same EPIC number issued before the name was removed.
Rules for Shifted Voters
Voters who have moved within the same state do not need to submit Form 8 for an address change. Instead, they should submit the enumeration form with a statement giving their new address and Assembly Constituency, supported by address proof.
For homeless voters who do not have address documents, the BLO’s field verification report will be accepted as proof of residence. Voters who have already submitted Form 6 for fresh enrolment during SIR do not need to submit the enumeration form again.
What Happens Next
Electoral Registration Officers will examine the applications under Rule 21(1) of the Registration of Electors Rules, 1960. Applications accepted for inclusion will be kept separately and considered while preparing the final electoral roll. Voters whose applications are accepted will retain their previous EPIC numbers.
The ECI has also asked officials to create a monitoring system to ensure that no eligible voter is denied the chance to be included in the final roll. At the same time, officials must prevent duplicate voter registrations.
Final Voter List Dates
The final electoral rolls for Maharashtra, Andhra Pradesh, Telangana, Haryana and Nagaland are scheduled to be published on November 30. In Delhi, the final roll is scheduled for December 22.
This SIR voter list correction process gives affected voters a clear route to check their status, submit the required form and seek inclusion before the final list is published.
