Microsoft’s 60,000-Employee Voluntary Exit Offer: What It Means for Workers

Microsoft has introduced a Voluntary Exit Offer (VEO) for eligible employees in selected teams. The program lets workers choose to leave the company with financial support and career-planning resources, rather than waiting for a possible future restructuring.

What Is the Microsoft Voluntary Exit Offer?

The Microsoft Voluntary Exit Offer is a time-limited program announced on October 26, 2026. It is not a company-wide layoff; employees who receive it can decide whether to accept the offer or remain with Microsoft.

Microsoft says the program is intended to give employees flexibility while helping participating business teams adjust to changing priorities, customer commitments, and workforce needs.

Who Can Apply?

The offer is available to eligible employees in Canada, India, the United Kingdom, and the United States who are at Microsoft level 70 or below.

However, not every employee at level 70 or below will receive it. Participation depends on the business unit, and Microsoft has said some organizations are offering the program while others are not.

Reports indicate that teams in areas such as AI Experiences, Copilot, finance, HR, Xbox, and Windows + Devices may be included, while marketing, commercial business, and security are reportedly excluded.

What Does the Package Include?

Microsoft says eligible employees will receive financial support and career-planning resources. The exact package is shared with each employee through a personalized email.

Reports say the package may include severance based on tenure and level, continued stock vesting, health coverage for a fixed period, and career-transition assistance.

When Is the Deadline?

Eligible employees are expected to make their decision in early December. Reports indicate that employees who accept the offer will leave Microsoft on December 31, 2026.

In India, some reports state that the decision deadline is December 1, 2026. Employees should rely on the date and terms in their individual offer email, as deadlines may differ by country.

Is It a Layoff?

No. The Microsoft Voluntary Exit Offer is voluntary, so employees can decline it. Still, the large number of eligible employees—reported at around 60,000, or roughly 27% of Microsoft’s workforce—has drawn attention because it comes during a period of cost discipline and AI-driven restructuring across the technology industry.
